The condition of “Dry Mouth†can manifest due to a variety of reasons. Some of the common causes are – as a side effect to medications being taken, diseases of salivary glands, diabetes, radiation therapy, chemotherapy etc. Going through the history of your mother it is very likely that one of the medications she takes for her hypertension may be the likely cause. However I would recommend that you see a physician/dentist who after taking a thorough history may suggest a proper course of action. In the time being ask her to sip lots of water and avoid excessive coffee, tea or soda drinks.
